A three-year contract will allow PSAC, as the main bargaining partner, to set the pace of public service negotiations in the next round of negotiations. The PA negotiating team reached an interim agreement with the Board of Directors. Among the strengths of the negotiations, the three-year interim agreement applies to nearly 84,000 federal agents represented and not represented in the Program and Administrative Services (PA) group. The interim agreement would increase the economy and the group overall by 6.64 per cent over three years until July 2021, the smallest increase recorded last year, in line with the current economic environment. New provisions on care leave, extending parental leave and up to 10 days of domestic violence leave are also included in the interim agreement. Detailed information on the agreements, both for the PA group and on common issues, as well as on the final text, will soon be shared by PSAC. Pa members will also receive details on the electronic ratification vote in the coming days. In cases where workers are subject to different collective agreements that do not have the same language, each worker is subject to the provisions of his collective agreement for eligibility and the amount of parental allowance. In the coming days, when the final text and all the details of the preliminary agreement are available for the PA group and common issues, they will be shared with membership. Members of the Palestinian Authority are invited to participate in online ratification votes shortly thereafter. Voting details will be released as soon as possible. The total amount of maternity, maternity and paternity leave entitled to an increase allowance is 57 weeks if both parents are employed in the public service. These include 18 weeks of maternity leave, a 32-week parental allowance and a 5-week paternity allowance.
Under certain conditions, an additional two weeks may be available, please respect your collective eligibility agreement. With representatives from the PA negotiating team, representatives from the TC, SV and EB groups worked together to find a solution to the issues these groups have in common. These included: like the Phoenix Compensation Agreement, jointly developed by the federal government and other negotiators in 2019, this agreement provides measures to help those who have had lost financial costs and capital income and who have faced personal and financial difficulties. The agreement also includes general compensation for current and former PSAC employees. The worker is subject to the provisions of the collective agreement under which he begins his parental leave, regardless of the date of the maternity leave. The PSAC negotiating team unanimously recommends the ratification of the interim agreement. At the same time, the government reached a preliminary agreement with PSAC to compensate employees for damage caused by the Phoenix compensation system and the late implementation of the 2014 collective agreements. If this compensation agreement is approved, this compensation agreement will apply to the 140,000 PSAC members paid by the Phoenix payment system. In addition to the PA negotiations, PSAC`s negotiating teams for the TC, EB and SV groups of the PA group joined us in reaching agreement on the Department of Finance`s issues, which are common to all groups. Please note that this new parental allowance is part of the common plan for all of our cash groups. The changes only apply to parental benefits.
The maternity allowance remains unchanged. The new parental allowance provisions come into effect at the time the collective agreement is signed. The date of a worker`s parental allowance is the date the worker enters parental leave, regardless of the time of application or leave authorization.
